For their entire length, 400-series highways are intended to be completely controlled-access and divided, with a minimum of four lanes.
Although the 400-series freeways currently form a network around Highway 401 and the Queen Elizabeth Way ( QEW ), this has not always been the case ( such as Highway 417 until 1999 ) and being part of a network is not a requirement as it is for Interstate highways.
Like the Autoroute system in the neighbouring province of Quebec, the 400-series highway system has expanded slowly because they do not receive regular federal funding.
