According to the terms of the Treaty of Dover, England declared war on the Dutch Republic on 7 April 1672, thus launching the Third Anglo-Dutch War.

To accompany the commencement of the war, Charles issued a new round of honours, as part of which Ashley was named Earl of Shaftesbury and Baron Cooper of Paulet on 23 April 1672.
