The Armenian government ’ s stated efforts to strengthen and reform the military are called into question by continuing non-combat deaths and other violent incidents in the army ranks, which have come under greater public scrutiny in 2010.
It is very likely that these incidents have some connection with the former Soviet Ground Forces ' phenomenon of dedovshchina ( institutionalised bullying ).
In a report released in 2012-01-19, Armenian military official site said that 36 Armenian soldiers died in 2011, and that only 10 of them were shot by Azerbaijani forces.
