When conspiracy theories are offered as official claims ( for example, originating from a governmental authority, such as an intelligence agency ) they are not usually considered as conspiracy theories.

For example, certain activities of the House Un-American Activities Committee may be considered to have been an official attempt to promote a conspiracy theory, yet its claims are seldom referred to as such.
