As with any culture, while the desire for children is the norm, there are a minority who do not care to raise children so the loss of points is not a matter of concern for them.

A father could potentially earn enough credits to have up to four sons, possibly more.

If parents are found to be mistreating their sons, or are simply unable to care for them, the government has the power to ' repossess ' them and place them in the care system.
