As of 2006 – 07, Haifa had 70 elementary schools, 23 middle schools, 28 academic high schools and 8 vocational high schools.

There were 5, 133 pupils in municipal kindergartens, 20, 081 in elementary schools, 7, 911 in middle schools, 8, 072 in academic high schools, 2, 646 in vocational high schools, and 2, 068 in comprehensive district high schools.

86 % of the students attended Hebrew-speaking schools and 14 % attended Arab schools.

5 % were in special education.

In 2004, Haifa had 16 municipal libraries stocking 367, 323 books.
