He was the first and the last elected city executive of Basilan.

He served uninterrupted from January 1954 to December 31, 1975, under the Administrations of Presidents Carlos Garcia, Diosdado Macapagal and Ferdinand Marcos.

During his term, the city council gave birth to a new breed of legislators and leaders from 1954 to 1975.

These years have since been called Basilan's " Golden Years ".
