Upon closer inspection of Hobbes ' Leviathan, it becomes clear that Hobbes believed individual people in society must give up liberty to a sovereign.

Whether that sovereign is an absolute monarch or other form was left open to debate, however Hobbes himself viewed the absolute monarch as the best of all options.
