According to a 2006 report released by Forbes Magazine, the Raiders ' overall team value of US $ 736 million ranks 28th out of 32 NFL teams.
The team ranked in the bottom three in league attendance from 2003 – 05, and failed to sellout a majority of their home games.
One of the reasons cited for the poor attendance figures was the decision to issue costly Personal Seat Licenses ( PSLs ) upon the Raiders ' return to Oakland in 1995.
