In 1990, four-term incumbent Democrat U. S. Congressman Bruce Morrison of Connecticut's 3rd congressional district decided to retire to run for governor of Connecticut.
She ran for the open seat and defeated Republican State Senator Thomas Scott 52 %- 48 %.
