On the day of the primary, Adjutant General Denhardt took National Guard troops into Harlan County, which was known for its history of election violence.
The troops questioned voters, examined ballot boxes, and made several arrests.
These actions were in direct violation of a restraining order issued by circuit court judge James M. Gilbert, but Denhardt claimed to be acting on orders from Laffoon.
