In 1774, the county established their own form of self-government, by adopting the Orangetown Resolutions, which had been drafted by John and his brother Peter.

In July 1774, he chaired the meeting at which the " Fairfax Resolves " were adopted, which called for the convening of a Continental Congress, among other things.

The Quebec Act of 1774 was an Act of the Parliament of Great Britain setting procedures of governance in the Province of Quebec.

Due to the Quebec Act of 1774, Michigan and what is now Western Ontario were governed during the Revolution and in the following years as part of the Province of Quebec and its District of Hesse, which was organized in 1784.
