On 24 May 1923, Frank Aiken, the ( anti-treaty ) IRA Chief-of-Staff, called a cease-fire.

The internecine conflict was brought to an end in May 1923 as the rule of law was re-established following the death of IRA Chief of Staff Liam Lynch, and the order by Frank Aiken to dump all arms.

De Valera's minister for Foreign Affairs and lifelong political confidant Frank Aiken also dismissed Haughey's political motives as being entirely selfish, and being motivated to hold power for its own sake and not duty.

The death in action of Liam Lynch in this month led to the anti-Treaty IRA, under the orders of Frank Aiken and on the urgings of civilian leader de Valera, calling a ceasefire and to " dump arms ".
