Mr. Speaker, in my latest newsletter to my constituents I urged the imposition of a naval blockade of Cuba as the only effective method of preventing continued Soviet armaments from coming into the Western Hemisphere in violation of the Monroe Doctrine.

Russian tanks and planes in Cuba jeopardize the security of the United States, violate the Monroe Doctrine, and threaten the security of every other Latin American republic.

A naval blockade would be thoroughly in line with the Monroe Doctrine, would be a relatively simple operation to carry out, and would bring an abrupt end to Soviet penetration of our hemisphere ''.

Blockade, in the view of military and civilian experts, could restore teeth to the Monroe Doctrine.

In a broad sense, it would reaffirm the Monroe Doctrine by opposing Communist interference in the Western Hemisphere.

Political interference in Africa and Asia and even in Latin America ( though limited in Latin America by the special interest of the United States as expressed in the Monroe Doctrine, itself from the outset related to European politics and long dependent upon the `` balance of power '' system in Europe ) was necessary in order to preserve both common economic values and the European `` balance '' itself.

Many critics considered Johnson's actions were passive and delayed, and thought his defense of the Monroe Doctrine in this instance was weak.

On 2 December 1823, US President James Monroe specifically addressed Cuba and other European colonies in his proclamation of the Monroe Doctrine.

Such an involvement would also directly defy the Monroe Doctrine ; a United States policy which, while limiting the United States ' involvement with European colonies and European affairs, held that European powers ought not to have involvement with states in the Western Hemisphere.

Superpowers, such as the European great powers, had always felt no compunction in intervening in civil wars that affected their interests, while distant regional powers such as the United States could declare the interventionist Monroe Doctrine of 1821 for events in its Central American " backyard ".

* 1904 – Theodore Roosevelt announced his " Corollary " to the Monroe Doctrine, stating that the United States would intervene in the Western Hemisphere should Latin American governments prove incapable or unstable.

In 1820, an expedition intended for the colonies ( which, at the time, were on the verge of being lost themselves, to rebels and the Monroe Doctrine ) revolted in Cadiz.

The early United States expressed its opposition to Imperialism, at least that distinct from its own Manifest Destiny, in policies such as the Monroe Doctrine.

As Secretary of State, he negotiated with the United Kingdom over America's northern border with Canada, negotiated with Spain the annexation of Florida, and authored the Monroe Doctrine.

In 1823, he announced the United States ' opposition to any European intervention in the recently independent countries of the Americas with the Monroe Doctrine, which became a landmark in American foreign policy.
