President Kim Dae-jung of South Korea actively attempted to reduce tensions between the two Koreas under the Sunshine Policy, but this produced few immediate results.
South Korea had maintained a Sunshine policy towards North Korea since the 1990s, stressing Korean reunification and thus often going to great lengths to avoid antagonizing the leadership of the country.
Military ties remain fraught with tension, however, and in 2002 a brief naval skirmish left four South Korean sailors dead, leaving the future of the Sunshine policy uncertain.

The Sunshine Policy was the foreign policy of South Korea towards North Korea until Lee Myung-bak's election to presidency in 2008.
It ran into trouble just two months into the Sunshine era, when South Korea requested the creation of a reunion center for divided families in exchange for fertilizer assistance ; North Korea denounced this as " horse trading " and cut off talks.

Nonetheless, the government of South Korea insisted that at least some aspects of the Sunshine Policy, including the Mount Gumgang Tourist Region and the Kaesong Industrial Region would continue.
