The meetings of the Central Committee and the Supreme Soviet of the Soviet Union were postponed to the last possible moment because of Andropov's health.
But Andropov's ability to reshape the top leadership was constrained by his poor health and the influence of his rival ( and longtime ally of Leonid Brezhnev ) Konstantin Chernenko, who had previously supervised personnel matters in the Central Committee.
Chernenko was then elected to replace Andropov, despite concerns over his own ailing health, and against Andropov's wishes ( he stated he wanted Gorbachev to succeed him ).

Shortly before he was due to leave for the Crimea, Andropov's health severely deteriorated.
With his deteriorating health, having a disease known as arteriosclerosis, Kirilenko was disabled from ensuing active politics or protecting himself from Andropov's attacks.

During the few remaining months of Andropov's life Romanov was widely seen as one of Andropov's closest collaborators and was an ardent supporter of Andropov's comprehensive program for the reform, renewal and further development of socialism in the Soviet Union and beyond, a fact which stands in sharp contrast to the picture Gorbachev and his associates were later to paint of Romanov as a means of gaining advantage in the power struggles following Andropov's death in February 1984.
