`` Article 17, Section 1::

The Secretary of the Treasury, upon the concurrence of the Secretary of State, is authorized and directed, out of the sum covered into the Yugoslav Claims Fund pursuant to subsection ( B ) of this section, after completing the payments of such funds pursuant to subsection ( C ) of this Section, to make payment of the balance of any sum remaining in such fund to the Government of the Federal People's Republic of Yugoslavia to the extent required under Article 1 ( C ) of the Yugoslav Claims Agreement of 1948.

In the event the total of rupees accruing to the Government of the United States of America as a consequence of sales made pursuant to this Agreement is different from the rupee equivalent of $1,276 million, the amounts available for the purposes specified in paragraph 1, Article 2, will be adjusted proportionately.

I have the honor to refer to the Agricultural Commodities Agreement signed today between the Government of the United States of America and the Government of India ( hereinafter referred to as the Agreement ) and, with regard to the rupees accruing to uses indicated under Article 2, of the Agreement, to state that the understanding of the Government of the United States of America is as follows: 1.

With respect to Article 2,, Paragraph 1 ( A ) of the Agreement: ( 1 )

With respect to Article 2,, paragraphs 1 ( B ) and 1 ( C ): Uses of Section 104 ( E ) and Section 104 ( G ) rupees: The Government of India will use the amount of rupees granted or loaned to it by the United States pursuant to paragraphs 1 ( B ) and 1 ( C ) for projects to promote economic development with emphasis upon the agricultural sector including food reserve storage structures and facilities as may from time to time be agreed upon by the authorized representatives of the United States and the authorized representatives of the Government of India, in the following sectors: A.

The Government of India further agrees in cooperation with the Government of the United States, to coordinate the use of grant and loan funds provided for in paragraphs 1 ( B ) and 1 ( C ) of Article 2, with such direct dollar assistance as may be made available by the Government of the United States of America, so that both sources of financing may be channeled to specific and clearly identifiable economic development programs and projects.

With regard to the rupees accruing to uses indicated under Article 2, of the Agreement, the understanding of the Government of the United States of America, with respect to both paragraphs 1 ( B ) and 1 ( C ) of Article 2, is as follows: ( 1 )

Local currency will be advanced or reimbursed to the Government of India for financing agreed projects under paragraphs 1 ( B ) and 1 ( C ) of Article 2, of the Agreement upon the presentation of such documentation as the United States may specify.

The Government of India shall maintain or cause to be maintained books and records adequate to identify the goods and services financed for agreed projects pursuant to paragraphs 1 ( B ) and 1 ( C ) of Article 2, of the Agreement, to disclose the use thereof in the projects and to record the progress of the projects ( including the cost thereof ).

Mr. Justice Black was one of the minority that rested on the Article 1, power.

In this view, supported by only three members of the Court, a power denied by the specific provisions of Article 3, was granted by the generality of Article 1.

The Tokyo Convention states in Article 11, defining the so-called unlawful takeover of an aircraft, that the parties signing the agreement are obliged, in case of hijacking or a threat of it, to take all the necessary measures in order to regain or keep control over an aircraft.

# An aircraft should be “ in flight ” ( that is, according to Article 1, paragraph 3 of the Tokyo Convention, from the moment when power is applied for the purpose of take-off until the moment when the landing run ends );

In a situation, when he has justification to assume, that a given person committed or is attempting to commit an act regulated by the convention, he can apply towards that person “ reasonable measures ” including restraint, under a condition that they do not break the rules enumerated in Article 6, paragraph 1 of the Tokyo Convention.

( Article 8 and 12 of the Convention ).

Indeed, the European Convention on Human Rights and Fundamental Freedoms in Article 6 requires these features in the legal systems of its signatory states.

Article 4 of the Basel Convention calls for an overall reduction of waste generation.

" National Biodiversity Strategies and Action Plans ( NBSAPs ) are the principal instruments for implementing the Convention at the national level ( Article 6 ).

In accordance with Article 26 of the Convention, Parties prepare national reports on the status of implementation of the Convention.

The optional Seventh Protocol to the Convention, Article Four, says:

A right to education has been created and recognized by some jurisdictions: Since 1952, Article 2 of the first Protocol to the European Convention on Human Rights obliges all signatory parties to guarantee the right to education.

Article 1 simply binds the signatory parties to secure the rights under the other Articles of the Convention " within their jurisdiction ".

Signatory states to the Convention can only derogate from the rights contained in Article 2 for deaths which result from lawful acts of war.

Article 13 provides for the right for an effective remedy before national authorities for violations of rights under the Convention.

Article 15 allows contracting states to derogate from certain rights guaranteed by the Convention in time of " war or other public emergency threatening the life of the nation ".

The Court is quite permissive in accepting a state's derogations from the Convention but applies a higher degree of scrutiny in deciding whether measures taken by states under a derogation are, in the words of Article 15, " strictly required by the exigencies of the situation ".

While Article 10 of the European Convention on Human Rights does not prohibit criminal laws against revisionism such as denial or minimization of genocides or crimes against humanity, as interpreted by the European Court of Human Rights, the Committee of Ministers of the Council of Europe went further and recommended to member governments to combat hate speech under its Recommendation R ( 97 ) 20.

In Europe, Article 2 of the First Protocol to the European Convention on Human Rights, adopted in 1950, obligates all signatory parties to guarantee the right to education.

With the Constitutional Convention of 1787 and Article 1 Section 8 of the United States Constitution, control of the army and the power to direct the militia of the states was concurrently delegated to the federal Congress.

::( c ) Article 5 of the European Convention on Human Rights, imported into English law by the Human Rights Act 1998 provides that a person of unsound mind may only be detained where proper account of objective medical expertise has been taken.

:: Article 8 of the Convention on Rights and Duties of States ;

:: Article I, Third, of the Convention concerning the Duties and Rights of States in the Event of Civil Strife.

Coercive plea bargaining has been criticized on the grounds that it infringes an individual's rights under Article 8 of the European Convention on Human Rights, incorporated in the UK's Human Rights Act 1998.

How explicit such factors have been historically is evident in any chronology of restrictive covenant cases or in a review of NAREB's Code of Ethics Article 34 in the Code, adopted in 1924, states that `` a Realtor should never be instrumental in introducing into a neighborhood a character of property or occupancy, members of any race or nationality or any individuals whose presence will clearly be detrimental to property values in that neighborhood ''.

St Thomas Aquinas in the Summa Theologica, II: II Quaestio 25, Article 4 states that we should love our neighbour more than our ourselves.

* Article 8 – Allows for jurisdiction over observers and scientists by their own states ;

* Article 10 – All treaty states will discourage activities by any country in Antarctica that are contrary to the treaty ;

Article 25 of the Thirty-Nine Articles, speaking of the sacraments, says: " Those five commonly called Sacraments, that is to say, Confirmation, Penance, Orders, Matrimony, and extreme Unction, are not to be counted for Sacraments of the Gospel, being such as have grown partly of the corrupt following of the Apostles, partly are states of life allowed in the Scriptures ; but yet have not like nature of Sacraments with Baptism, and the Lord's Supper, for that they have not any visible sign or ceremony ordained of God.

This is provided for in Article II of the Constitution, which states that the President " shall nominate, and by and with the Advice and Consent of the Senate, shall appoint ... Judges of the supreme Court.

To consider but one example, the First Amendment to the United States Constitution states " Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof "— but interpretation ( that is, determining the fine boundaries, and resolving the tension between the " establishment " and " free exercise " clauses ) of each of the important terms was delegated by Article III of the Constitution to the judicial branch, so that the current legal boundaries of the Constitutional text can only be determined by consulting the common law.

In the European Union member states, Article 2 of the Charter of Fundamental Rights of the European Union prohibits the use of capital punishment.

For example, the Case or Controversy Clause of Article Three of the United States Constitution ( Section 2, Clause 1 ) states that " the judicial Power shall extend ... to Controversies to which the United States shall be a Party ".

The Constitution of Japan states in Article 39 that

The Court has ruled that states have three main duties under Article 2:

Article 9 of the Universal Declaration of Human Rights states that, " No one shall be subjected to arbitrary arrest, detention or exile.

Article 4 also states that these duties can be delegated by the Emperor as provided for by law.

Under clause 17 Article I Section 8 of the Constitution however, Congress has power to " exercise exclusive Legislation in all cases whatsoever " over the federal district ( Washington, D. C .) and other territory ceded to the federal government by the states, such as for military installations.

In accordance with Article 151 of the Basic Law, Hong Kong concluded over 20 agreements with foreign states in 2010 on matters such as economic and financial co-operation, maritime technical co-operation, postal co-operation and co-operationon wine-related businesses.
