However, what did alter matters was the appointment of Air Chief Marshal Sir Arthur Harris as Air Officer Commanding-in-Chief of Bomber Command in early 1942.

Air Chief Marshal Sir Arthur Harris in particular felt that the 1st Airborne Division was not worth the drain on of Bomber Command's resources.

Sir William Snow Harris ( 1 April 1791 – 22 January 1867 ) was an English physician and electrical researcher, nicknamed Thunder-and-Lightning Harris, and noted for his invention of a successful system of lightning conductors for ships.
