With regard to who lived in the Fishbourne palace, the accepted theory, first proposed by Barry Cunliffe, is that the early phase of the palace was the residence of Tiberius Claudius Cogidubnus ( or Togidubnus ), a pro-Roman local chieftain who was installed as king of a number of territories following the first stage of the conquest.

An inscription by Cogidubnus found in Chichester may mention a " Pudens ", although the inscription is damaged so this is not certain, and the way the name is written makes it unlikely that person referred to was a Roman citizen.

The ruler of the kingdom was Tiberius Claudius Cogidubnus: Tacitus says " quaedam civitates Cogidumno regi donatae ( certain civitates were given to King Cogidubnus )" and remarks on his loyalty.

Chichester and the nearby Roman villa at Fishbourne, believed by some to have been Cogidubnus ' palace, were probably part of the territory of the Atrebates tribe before the Roman conquest of Britain in AD 43.

The future emperor Vespasian subdued the southwest, Cogidubnus was set up as a friendly king of several territories, and treaties were made with tribes outside the area under direct Roman control.

After the Roman conquest, part of the Atrebates ' lands were organized into the pro-Roman kingdom of the Regnenses under Tiberius Claudius Cogidubnus, who may have been Verica's son.
