A report by John Dower, secretary of the Standing Committee on National Parks, to the Minister of Town and Country Planning in 1945 was followed in 1947 by a Government committee, this time chaired by Sir Arthur Hobhouse, which prepared legislation for national parks, and proposed 12 national parks.

However, when, towards the end of World War II, John Dower was asked to report on how a system of national parks in England and Wales might be established, his 1945 report, National Parks in England and Wales, did not identify the South Downs for national park status, but rather included it in a list of " other amenity areas ".

The Temple of the People was founded in Syracuse, New York in 1898 by William Dower and Francia LaDue, members of the Esoteric Section of the Theosophical Society.

Also on the estate was the Dower House, a Victorian Gothic Revival house of sandstone, built some time after 1842 by Whistler Smith.
