The George W. Bush administration accelerated development and deployment of a system proposed in 1998 by the Clinton administration.

Clinton was elected president in 1992, defeating incumbent president George H. W. Bush.

In 2009, he was named United Nations Special Envoy to Haiti, and after the 2010 earthquake he teamed with George W. Bush to form the Clinton Bush Haiti Fund.

Clinton won the 1992 presidential election ( 43. 0 % of the vote ) against Republican incumbent George H. W. Bush ( 37. 4 % of the vote ) and billionaire populist Ross Perot, who ran as an independent ( 18. 9 % of the vote ) on a platform focusing on domestic issues ; a significant part of Clinton's success was Bush's steep decline in public approval.

However, in the same poll, when respondents were asked to name the worst president since World War II, Clinton was placed number three behind Richard Nixon and George W. Bush.

In May 2006, a CNN poll comparing Clinton's job performance with that of his successor, George W. Bush, found that a strong majority of respondents said Clinton outperformed Bush in six different areas questioned.

Clinton received 41 % of the vote, while George W. Bush received 15 %, George H. W. Bush received 7 %, and Jimmy Carter received 5 %.

After Hurricane Katrina, Clinton joined with fellow former President George H. W. Bush to establish the Bush-Clinton Tsunami Fund in January 2005, and the Bush-Clinton Katrina Fund in October of that year.

In response to the 2010 Haiti earthquake, U. S. President Barack Obama announced that Clinton and George W. Bush would coordinate efforts to raise funds for Haiti's recovery.

It has had many owners after 1953, including Kling Studios, which housed production for the Superman TV series with George Reeves ; Red Skelton, who used the sound stages for his CBS TV variety show ; and CBS, who filmed the TV series Perry Mason with Raymond Burr there.
