This moniker causes confusion, because the intersection of I-395, Washington Boulevard, and Columbia Pike several miles north was historically known by that name, and continues to be recognized by the Virginia Department of Transportation as such.

The following names are used for I-395 in the District: the Southwest Freeway from the 14th Street Bridge to the Southeast Freeway interchange ( I-695 ), the Center Leg or Center Leg Freeway from the Southeast Freeway interchange to New York Avenue, and the Third Street Tunnel for the segment of the Center Leg under the National Mall.

The southern part of I-395 is part of the Connecticut Turnpike, which branches off the interstate in Killingly and runs east-west from I-395 exit 90, to U. S. Route 6 at the Rhode Island state line.

Other north-south routes include Route 12, which parallels I-395 through many local communities, Route 169, a National Scenic Byway traveling through rural communities from the New London County line in Canterbury to the Massachusetts state line in Woodstock.

The primary law enforcement agency in most Windham County towns is the Connecticut State Police, primarily Troop D based in Danielson which serves Brooklyn, Canterbury, Chaplin, Eastford, Hampton, Killingly, Pomfret, Putnam ( outside the SSD ), Scotland, Sterling, Thompson, Woodstock and I-395 between exit 87 and the MA border.

** It is also home to the Maine Avenue Fish Market, Arena Stage, the Washington Marina, Fort McNair, and Hains Point ; East and West Potomac Park, a conjunction of two national parks between I-395 and the National Mall that contain the Tidal Basin, the Jefferson Memorial, and the Franklin Delano Roosevelt Memorial ( West Potomac Park continues into Northwest and includes the Lincoln Memorial and World War II Memorial, both of which straddle the Southwest / Northwest boundary );

F Street SW runs southeast from the circle to 9th Street SW. A pedestrian walkway and bridge leads northwest from the park to I-395, which crosses the Washington Channel just west of the park.

The framework plan also proposed covering over I-395 between Banneker Park and L ' Enfant Plaza, covering over the CSX railway tracks ( which currently cut L ' Enfant Plaza off from the Forrestal complex of buildings ), re-establishing Maryland Avenue SW between 12th and 7th Streets SW ( it currently does not exist there, due to the presence of the railroad tracks ), and restoring the view of the U. S. Capitol building along Maryland Avenue SW.

I-395 currently terminates in Washington, D. C., at a traffic signal at U. S. Route 50, which is New York Avenue, near Mount Vernon Square.

I-395, which carries six lanes, passes to the west of the Federal Hill neighborhood and to the east of M & T Bank Stadium and begins to parallel the Baltimore Light Rail and CSX's Baltimore Terminal Subdivision, which carries MARC's Camden Line.

I-395 officially continues one block north along the western edge of the Baltimore Convention Center to a northern terminus at Camden Street adjacent to the Sports Legends Museum at Camden Yards, which is in the Baltimore and Ohio Railroad's original Camden Station building.

This would have filled a hole in Washington's freeway system, which currently has no connection between I-395 and DC 295.

In December 2009, construction began on replacement of the 11th Street Bridges and their interchange with I-295 / DC 295, including ramps which will allow for highway-only travel between DC 295, I-295, and I-395 in all directions.

The partial interchange between the highways allows access from eastbound SR 27 to northbound SR 110 and from southbound SR 110 to westbound SR 27, which leads to southbound I-395 and SR 244 ( Columbia Pike ).

The Springfield Interchange, where I-395, I-95, and I-495 meet, was previously ranked fifth worst in the nation, but recent improvements have taken it off the top 20.

Most of the roads around Howard Street, including I-395 spur into Baltimore, experienced extremely heavy congestion due to street closures around the intersection of Howard and Lombard Streets, where the actual water main break occurred.

The new signs designate I-695 as extending from the point where I-395 branches off from the Southeast Freeway, with I-695 continuing along the Southeast Freeway and over the new 11th Street Bridge to the interchange with I-295.

SR 110 begins at a partial interchange with US 1 ( Jefferson Davis Highway ) in Crystal City where US 1 joins I-395 to cross the 14th Street Bridge into Washington ; the interchange allows access to and from US 1 in the direction of Alexandria.

The Turnpike leaves I-95 at Exit 76 in East Lyme continuing on as I-395 North heading towards Norwich, Jewett City and Plainfield until Exit 90, where the Governor John Davis Lodge Turnpike & I-395 split.

* Relocate the Outer Loop, eastbound I-495, of Interstate 495 where it crosses I-395, this time making it a higher bridge.

The ramp to I-395 now joins the main northbound lanes to the north of the previous merge after passing under the Outer Loop ; the advantage of this design is that it eliminates the need for traffic taking this route to merge left onto I-395 at the same spot where traffic exiting I-95 onto the flyover ramp to the Inner Loop is required to move right.
