Emperor Justinian I ensured that his new structure would not be burned down, like its predecessors, by commissioning architects that would build the church mainly out of stone, rather than wood, “ He compacted it of baked brick and mortar, and in many places bound it together with iron, but made no use of wood, so that the church should no longer prove combustible .”

There he was offered the title of Western Roman Emperor by the Ostrogoths at the same time that envoys of Justinian were arriving to negotiate a peace which would leave the region north of the Po River in Gothic hands.

Near the end of his life, Justinian became ever more inclined towards the Monophysite doctrine, especially in the form of Aphthartodocetism, but he died before being able to issue any legislation which would have elevated its teachings to the status of dogma.

Justinian, however, felt restrained by the complications that would have ensued with the West.

Italy would suffer far greater devastation in the next century when Emperor Justinian I re-conquered it.

While it was raging, one of his companions reached out to Justinian saying that if he promised God that he would be magnanimous, and not seek revenge on his enemies when he was returned to the throne, they would all be spared.

Although the office of the consulate would continue to exist until Emperor Leo VI the Wise formally abolished it with Novel 94, it was Justinian who effectively brought the consulate as a separate political entity to an end.
