Ngeze, one of the few prominent Hutu members of UPRONA ( Union for National Progress ) at the time, was interior minister in the government of Pierre Buyoya, who was defeated by Ndadaye in elections held on 1 June 1993.

Hassan Ngeze, founder and editor of Kangura, published the widely read Hutu Ten Commandments, which called for the formal installment of Hutu Power ideology in schools and the establishment of an exclusively Hutu army.
Hassan Ngeze ( born 1962 ) is a Rwandan journalist, best known for publishing the " Hutu Ten Commandments ", which fomented anti-Tutsi feeling among Rwandan Hutus prior to the Rwandan Genocide.
