The Department also includes a Volunteers in Public Safety ( VIPS ) civilian volunteer team and a Community Emergency Response Team ( CERT ), both part of the Citizen Corps organization.

The basic idea is to use CERT to perform the large number of tasks needed in emergencies.

Each course of instruction is ideally facilitated by one or more instructors certified in the CERT curriculum by the state or sponsoring agency.

Facilitating instructors provide continuity between units, and help ensure that the CERT core curriculum is being delivered successfully.

Citizen Corps CERT training is provided free to interested members of the community, and is delivered in a group classroom setting.

Another management practice developed by CERT, which is part of the SEI, is the Resiliency Management Model ( RMM ).

The SEI is also the home of the CERT / CC ( CERT Coordination Center ), a federally funded computer security organization.

The SEI CERT program is working with US-CERT to produce the Build Security In ( BSI ) website, which provides guidelines for building security into every phase of the software development lifecycle.
