If internal frictions arose, they could be handled by the 25,000-man Congolese army, the Force Publique, which had been trained and was still officered by white Belgians.

Presently the well-armed members of the Force Publique -- many of them drawn from savage and even cannibalistic tribes, erupted in mutiny, rioting, raping and looting.

Each was about the size of a brigade, and commanded by ' aging generals who have had no military training, and often not much positive experience, since they were NCOs in the Belgian Force Publique.

The Luxembourg Army was integrated into the Force Publique ( Public Force ) which included the Gendarmerie and the Police.

To enforce the rubber quotas, the Force Publique ( FP ) was called in.

On 5 February 1885, the Congo Free State was established under Leopold II's personal rule, an area 76 times larger than Belgium, which Leopold was free to control through his private army, the Force Publique.

The priests found him several weeks later, and at the end of the school year he was sent to the Force Publique ( FP ), the Belgian Congolese army.

Armed with modern weapons and the chicotte — a bull whip made of hippopotamus hide — the Force Publique routinely took and tortured hostages, flogged, and raped Congolese people.

Meanwhile, the Force Publique were required to provide a hand of their victims as proof when they had shot and killed someone, as it was believed that they would otherwise use the munitions ( imported from Europe at considerable cost ) for hunting food.

Sometimes the hands were collected by the soldiers of the Force Publique, sometimes by the villages themselves.

Force Publique soldiers brought them to the stations in place of rubber ; they even went out to harvest them instead of rubber ...

They came to be used to make up for shortfalls in rubber quotas, to replace ... the people who were demanded for the forced labour gangs ; and the Force Publique soldiers were paid their bonuses on the basis of how many hands they collected.

Eventually the most telling blows came from E. D. Morel, a clerk in a major Liverpool shipping office and a part-time journalist, who began to wonder why the ships that brought vast loads of rubber from the Congo returned full of guns and ammunition for the Force Publique.

The Belgian Force Publique in the Congo wore large and floppy red fezzes similar to those of the French Tirailleurs Senegalais and the Portuguese Companhias Indigenas.

In addition, their establishment made it unnecessary to begin publication of a contemplated Air Force medical bulletin.
