The IAEA was established as an autonomous organization on 29 July 1957.

The International Atomic Energy Agency ( IAEA ) is an international organization that seeks to promote the peaceful use of nuclear energy, and to inhibit its use for any military purpose, including nuclear weapons.

The Board of Governors is one of two policy making bodies of the IAEA.

The Board, in its five yearly meetings, is responsible for making most of the policy of the IAEA.

The Board makes recommendations to the General Conference on IAEA activities and budget, is responsible for publishing IAEA standards and appoints the Director General subject to General Conference approval ( IAEA Fundamentals 2005 ).

The Secretariat is the professional and general service staff of the IAEA.

The IAEA budget is two-part.

The regular budget funds most activities of the IAEA and is assessed to each member nation (€ 296 million in 2009 ).

According to Article II of the IAEA Statute, the objective of the IAEA is " to accelerate and enlarge the contribution of atomic energy to peace, health and prosperity throughout the world.

Article II of the IAEA Statute defines the Agency's twin objectives as promoting peaceful uses of atomic energy and "< nowiki > ensur </ nowiki >, so far as it is able, that assistance provided by it or at its request or under its supervision or control is not used in such a way as to further any military purpose.

" To do this, the IAEA is authorized in Article III. A. 5 of the Statute " to establish and administer safeguards designed to ensure that special fissionable and other materials, services, equipment, facilities, and information made available by the Agency or at its request or under its supervision or control are not used in such a way as to further any military purpose ; and to apply safeguards, at the request of the parties, to any bilateral or multilateral arrangement, or at the request of a State, to any of that State's activities in the field of atomic energy.

The IAEA classifies safety as one of its top three priorities, yet is spending only 8. 9 percent of its 352 million-euro ($ 469 million ) regular budget in 2011 on making plants secure from accidents.

But Russian nuclear accident specialist Iouli Andreev is critical of the response to Fukushima, and says that the IAEA did not learn from the 1986 Chernobyl disaster.

The process of joining the IAEA is fairly simple.

There are three known cores which were unloaded in 1994 ( under IAEA supervision in accordance with the Agreed Framework ), 2005, and 2007.

Inspections by the UN to resolve the status of unresolved disarmament questions restarted from November 2002 until March 2003, under UN Security Council Resolution 1441, which demanded Saddam give " immediate, unconditional and active cooperation " with UN and IAEA inspections, shortly before his country was attacked.

In 1978, the EC, Japan, USA and USSR joined in the International Tokamak Reactor ( INTOR ) Workshop, under the auspices of the International Atomic Energy Agency ( IAEA ), to assess the readiness of magnetic fusion to move forward to the experimental power reactor ( EPR ) stage, to identify the additional R & D that must be undertaken and to define the characteristics of such an EPR by means of a conceptual design.

Iran has enriched uranium to 3. 5 percent under IAEA monitoring.

All fuel rods from the 5 MWe Experimental Nuclear Power Plant and nuclear material generated by the disabling of the Nuclear Fuel Fabrication Plant were under IAEA containment and surveillance.

India has also built a number of reactors, not under IAEA safeguards, that were derived from the CANDU design and are used for power generation.

After public allegations about Iran's previously undeclared nuclear activities, the IAEA launched an investigation that concluded in November 2003 that Iran had systematically failed to meet its obligations under its NPT safeguards agreement to report those activities to the IAEA, although it also reported no evidence of links to a nuclear weapons program.

The PARR-II reactor was built and provided by PAEC under the IAEA safeguards as IAEA had funded this mega project.

Consequently, not all of Pakistan's nuclear facilities are under IAEA safeguards.

In an open breach with White House policy, they argued that the multilateral diplomacy pursued by Secretary of State Condoleezza Rice was encouraging the Iranians to snub the International Atomic Energy Agency ( IAEA ) and develop a nuclear bomb under cover of a peaceful energy program.

Though established independently of the United Nations through its own international treaty, the IAEA Statute, the IAEA reports to both the UN General Assembly and Security Council.

UN Security Council resolution 825 from 11 May 1993 urged North Korea to cooperate with the IAEA and to implement the 1992 North-South Denuclearization Statement.

In response to diminishing Iraqi cooperation with UNSCOM, the United States called for withdrawal of all UN and IAEA inspectors in 1998, resulting in Operation Desert Fox.
