The two highest institutions were the Universal House of Justice, and the Guardianship, for which he appointed Shoghi Effendi as the Guardian.

Being declared a Covenant-breaker is done by the head of the Faith — which since 1963 refers to the elected nine-member Universal House of Justice, the governing body of the Bahá ' ís.

In a letter to an individual dated 23 March 1975, the Universal House of Justice wrote:

In ` Abdu ' l-Bahá's Will and Testament, He appointed Shoghi Effendi as the Guardian of the Bahá ' í Faith, called for the eventual election of the Universal House of Justice, and defined in the same manner opposition to these two institutions as Covenant-Breaking.

Later the Universal House of Justice, initially elected in 1963, made a ruling on the subject that it was not possible for another Guardian to be appointed.

They, therefore, regard the Universal House of Justice in Haifa, Israel to be illegitimate, and its members and followers to be Covenant-breakers.

Thought lost for decades, a print was found by filmmaker Curtis Harrington in the Universal vaults in 1968 and restored by George Eastman House.

In 1973 a Synopsis and Codification of the book was published the Universal House of Justice, and then in 1992 an authorized Bahá ' í translation was made available.

In 1973, on the occasion of the centenary of the revelation of the Kitáb-i-Aqdas, the Universal House of Justice released a Synopsis and Codification of the text, which was supplemented by 21 passages of the Aqdas that had already been translated by Shoghi Effendi.

# The Institution of the Universal House of Justice

Some laws and teachings of the Kitáb-i-Aqdas are, according to Bahá ' í teaching, not meant to be applied at the present time ; their application depends on decisions by the Universal House of Justice.

On the basis of the authority granted ` Abdu ' l-Bahá he extended forms of the authority vested in him to the Guardianship, who's sole member was Shoghi Effendi, and the Universal, or International, House of Justice through his Will and Testament.

The Universal House of Justice is specifically empowered to write and rescind any laws it is felt necessary aside from those of the text of scripture and actual application of the laws of the Aqdas among Bahá ' ís are dependent on the choice of the Universal House of Justice.

The Baha ' i Universal House of Justice is to levy fines against men and women for adultery, payable in gold.

When Shoghi Effendi died in 1957, he died without explicitly appointing a successor Guardian, and Remey was among the nine Hands of the Cause elected as an interim authority until the election of the first Universal House of Justice in 1963.

The council was intended to be a forerunner to the Universal House of Justice, the supreme ruling body of the Bahá ' í Faith.

During this conclave the Hands of the Cause decided that the situation of the Guardian having died without being able to appoint a successor was a situation not dealt with in the texts that define the Bahá ' í administration, and that it would need to be reviewed and adjudicated upon by the Universal House of Justice, which hadn't been elected yet.

Three years later, in 1960, Remey made a written announcement that his appointment as president of the international council represented an appointment by Shoghi Effendi as Guardian, because the appointed council was a precursor to the elected Universal House of Justice, which has the Guardian as its president.

All those that accept Mason Remey as the second Guardian do not accept the Universal House of Justice established in 1963.
