In 2007, Carter joined with David Wellstone, son of the late U. S. Senator Paul Wellstone, to push Congress to pass legislation regarding mental health insurance.

Wellstone was born in Washington D. C. to Ukrainian-Jewish immigrants, Leon and Minnie Wellstone, and raised in Arlington, Virginia.
