The administration of President Andrés Pastrana Arango, when it took office on 7 August 1998, faced an economy in crisis, with the difficult internal security situation and global economic turbulence additionally inhibiting confidence.

He has hosted a wide range of Colombian political leaders in his Washington office including current President Álvaro Uribe and former President Andrés Pastrana.

He continued to participate as a highly visible negotiator during the failed 1998 – 2002 FARC-Government peace process ( 1999 – 2002 ) held under Conservative President Andrés Pastrana.

He also admitted his role as spokesperson of the organization during the peace process with the government of President Pastrana.
