In January 1987, the MNLF accepted the Philippine government's offer of semi-autonomy of the regions in dispute, subsequently leading to the establishment of the Autonomous Region of Muslim Mindanao.

The 1987 Philippine Constitution also provides for the existence of autonomous regions.

People's initiative to propose amendments to the constitution is enshrined in the 1987 Philippine Constitution under Article XVII Section 2, which states:

After the EDSA Revolution and the drafting of the 1987 Constitution, the Municipal Council was restored, making the barangay the smallest unit of government in Philippine politics.

In 1987, President Corazon Aquino named Sumulong to the Constitutional Commission that drafted the 1987 Philippine Constitution.
