The affairs of Terminus City itself are handled by the city's mayor, Salvor Hardin, who is virtually powerless due to the influence of the Board of Trustees.

Salvor Hardin, as Mayor of Terminus City, is the effective ruler of the Foundation, and has been reelected as mayor continuously since his political victory over the Encyclopedia Galactica Board of Trustees.

The leader of Terminus, Mayor Salvor Hardin, visits three other nearby kingdoms and convinces their leaders that allowing Anacreon to conquer Terminus would make that kingdom powerful enough to conquer them in turn.

The County of Hardin is protected by a combination of paid and volunteer Firefighter / First Responder and Firefighter / EMT-IV level engine companies, based out of 15 Fire Districts and with approximately 60 pieces of apparatus.

However, Hardin does not accept the status quo, which he believes puts Terminus in danger of political exploitation by the neighboring prefects of the Empire, which have declared independence and severed contact with Trantor.

Hardin manages to avoid an attempt by the Kingdom of Anacreon to establish military bases on Terminus and to take advantage of nuclear power, which Terminus retains but which the Four Kingdoms do not.

Hardin succeeds in diverting Anacreon from its initial goal and furthers his goal of the establishment of a stable political system on Terminus.

Hardin is proven correct again upon his return to Terminus City by another Seldon recording, set to play at this date.

Hardin is the first mayor of Terminus City, the sole inhabited location on the planet Terminus.

Hardin, born on Terminus, is elected mayor and is given the responsibility of managing the city's day-to-day affairs.

Outmaneuvering them through, among other means, his control of the Terminus City Journal, Hardin simultaneously manages to defuse a crisis arising between the Foundation and the neighboring kingdom of Anacreon, which has seceded from the crumbling Galactic Empire.

Creating a religion, called Scientism, which treats scientific occurrences as sacred events, Hardin and Lee send priests truly technicians to the " Four Kingdoms " adjacent to the Foundation's territory in the Terminus system.

Hardin goes on to offer scientific and medical assistance to all four kingdoms, reasoning that this will make them less likely to join together for a combined assault on Terminus.

Back on Terminus, Hardin accepts the situation, and organizes the Foundation's technical assistance program as a religion.
