In the 1920s the public flaunting of Prohibition laws, mob violence, and police involvement in illegal activities led Mayor W. Freeland Kendrick to appoint Brigadier General Smedley Butler of the U. S. Marine Corps as director of public safety.

Butler's commanding officer, Major Littleton W. T. Waller, personally commended him and wrote that " for such reward as you may deem proper the following officers: Lieutenant Smedley D. Butler, for the admirable control of his men in all the fights of the week, for saving a wounded man at the risk of his own life, and under a very severe fire.

After the death of Owen in 1999, Compo was replaced at various times by his real-life son, Tom Owen, as equally unkempt Tom Simmonite, Keith Clifford as Billy Hardcastle, a man who fancied himself a descendant of Robin Hood, and Brian Murphy as the childish Alvin Smedley.
