It was developed by the ITU-T Video Coding Experts Group ( VCEG ) in a project ending in 1995 / 1996 as one member of the H. 26x family of video coding standards in the domain of the ITU-T.

Some well known designs that have this capability include JPEG 2000 for still images and H. 264 / MPEG-4 AVC based Scalable Video Coding for video.

Joint Video Team ( JVT ) is joint project between ITU-T SG16 / Q. 6 ( Study Group 16 / Question 6 )-VCEG ( Video Coding Experts Group ) and ISO / IEC JTC1 / SC29 / WG11-MPEG for the development of new video coding recommendation and international standard.

Joint Collaborative Team on Video Coding ( JCT-VC ) is a group of video coding experts from ITU-T Study Group 16 ( VCEG ) and ISO / IEC JTC 1 / SC 29 / WG 11 ( MPEG ).

It was created in 2010 to develop High Efficiency Video Coding, a new generation video coding standard that further reduces ( by 50 %) the data rate required for high quality video coding, as compared to the current ITU-T H. 264 / ISO / IEC 14496-10 standard.

The key parts to be aware of are MPEG-4 part 2 ( including Advanced Simple Profile, used by codecs such as DivX, Xvid, Nero Digital and 3ivx and by QuickTime 6 ) and MPEG-4 part 10 ( MPEG-4 AVC / H. 264 or Advanced Video Coding, used by the x264 encoder, by Nero Digital AVC, by QuickTime 7, and by high-definition video media like Blu-ray Disc ).

H. 264 / MPEG-4 Part 10 or AVC ( Advanced Video Coding ) is a standard for video compression, and is currently one of the most commonly used formats for the recording, compression, and distribution of high definition video.

H. 264 / MPEG-4 AVC is a block-oriented motion-compensation-based codec standard developed by the ITU-T Video Coding Experts Group ( VCEG ) together with the International Organization for Standardization ( ISO )/ International Electrotechnical Commission ( IEC ) joint working group, the Moving Picture Experts Group ( MPEG ).

The ITU-T H. 264 standard and the ISO / IEC MPEG-4 AVC standard ( formally, ISO / IEC 14496-10 – MPEG-4 Part 10, Advanced Video Coding ) are jointly maintained so that they have identical technical content.

The next major feature added to the standard was Scalable Video Coding ( SVC ).

The Scalable Video Coding extensions were completed in November 2007.

The next major feature added to the standard was Multiview Video Coding ( MVC ).

The Multiview Video Coding extensions were completed in November 2009.

In early 1998, the Video Coding Experts Group ( VCEG – ITU-T SG16 Q. 6 ) issued a call for proposals on a project called H. 26L, with the target to double the coding efficiency ( which means halving the bit rate necessary for a given level of fidelity ) in comparison to any other existing video coding standards for a broad variety of applications.

From January 2005 to November 2007, the JVT was working on an extension of H. 264 / AVC towards scalability by an Annex ( G ) called Scalable Video Coding ( SVC ).

From July 2006 to November 2009, the JVT worked on Multiview Video Coding ( MVC ), an extension of H. 264 / AVC towards free viewpoint television and 3D television.

This is available from the ETSI website, as is ETSI TS 101 154, Specification for the use of Video and Audio Coding in Broadcasting Applications based on the MPEG-2 Transport Stream, which gives details of the DVB use of source coding methods for MPEG-2 and, more recently, H. 264 / MPEG-4 AVC as well as audio encoding systems.

* ITU H. 264 Scalable Video Coding ( SVC ) is a compression standard that enables videoconferencing systems to achieve highly error resilient Internet Protocol ( IP ) video transmissions over the public Internet without quality-of-service enhanced lines.

It is the first member of the H. 26x family of video coding standards in the domain of the ITU-T Video Coding Experts Group ( VCEG ), and was the first video codec that was useful in practical terms.

Harmonic Vector Excitation Coding, abbreviated as HVXC is a speech coding algorithm used in MPEG-4 Part 3 ( MPEG-4 Audio ) standard for very low bit rate speech coding.

Ideally an algorithm will be both idempotent, meaning that if the signal is decoded and then re-encoded with identical settings, there is no loss, and scalable, meaning that if it is re-encoded with lower quality settings, the result will be the same as if it had been encoded from the original signal – see Scalable Video Coding.
