On December 21, 1995, Israeli troops withdrew from Bethlehem, and three days later the city came under the complete administration and military control of the Palestinian National Authority in conformance with the Interim Agreement on the West Bank and the Gaza Strip in 1995.

The DFLP, under Hawatmeh, joined the rejectionist groups to form the Alliance of Palestinian Forces ( APF ) to oppose the Declaration of Principles signed in 1993.

Egypt played an important role in the negotiations leading to the Madrid Conference of 1991, which, under United States and Soviet sponsorship, brought together all parties in the region, including for the first time a Palestinian delegation, to discuss Middle East peace.

Much of the Strip ( except for the settlement blocs and military areas ) came under Palestinian control.

Palestinian Authority rule under the leadership of Arafat suffered from serious mismanagement and corruption scandals.

The Palestinian Authority welcomed this plan, but declared that until final status, it would still consider the Gaza Strip under Israeli occupation.

Presently, most of the West Bank is administered by Israel though 42 % of it is under varying degrees of autonomous rule by the Fatah-run Palestinian Authority.

The city was under Jordanian occupation from 1948 to 1967, and under Israeli occupation from 1967 to 1994, when control was handed over to the Palestinian Authority.

If the inhabitants of Palestine were ready for independence under a Class “ A ” mandate, then the Palestinian Arabs that made up the majority of the inhabitants of Palestine in 1922 ( 589. 177 Arabs vs. 83. 790 Jews ) could then logically claim that they were the intended beneficiaries of the “ Mandate for Palestine ” – provided one never reads the actual wording of the document:

Most Palestinian refugees – those in the West Bank, Gaza Strip, Lebanon, Syria, and Jordan – do not come within the responsibility of the UNHCR, but instead come under an older body, the United Nations Relief and Works Agency for Palestine Refugees in the Near East ( UNRWA ).

Other Palestinian refugees outside of UNRWA's area of operations do fall under UNHCR's mandate, if they meet the UNHCR's more limited definition of refugee.

During this time, Hamas and other militant organizations rose to power and shook the foundations of the authority that Fatah under Arafat had established in the Palestinian territories.

This time Arafat was expelled by a fellow Palestinian working under Hafez al-Assad.

The H1 sector, home to around 120, 000 Palestinians, came under the control of the Palestinian Authority.

The newly established Palestinian Authority assumed civilian and security responsibility for the city, which was designated " Area A " under the accords.

By 2010 Ramallah had become the leading center of economic and political activity in the territories under the control of the Palestinian Authority.

Jordan was ruled under martial law throughout most of the Cold War period, particularly starting in 1967 when tensions between the Hashemites and the Palestinian majority eventually led to a bloody civil war in 1970.

The major exception is the 4, 600, 000 Palestinian refugees under the authority of the United Nations Relief and Works Agency for Palestine Refugees in the Near East ( UNRWA ).

All refugees in the world are under the UNHCR mandate except Palestinian Arabs, who fled the future Jewish state between 1947 and 1949 ( see below ), and their descendants.

However, Palestinian Arabs, who fled the West Bank and Gaza after 1949 ( for example, during the 1967 Six Day war ) are under the jurisdiction of the UNHCR.

A Palestinian passport issued to Ramallah residents was not valid unless the serial number was registered with the Israeli authorities, who controlled border crossings.

The Unified National Leadership of the Uprising ( UNLU ) gained credibility where the Palestinian society complied with the issued communiques.

Internal security and public order by the Palestinian police force consisting of police officers recruited locally and from abroad ( holding Jordanian passports and Palestinian documents issued by Egypt ).

In April 1949, he issued the encyclical " Redemptoris Nostri Cruciatus ", in which he appealed for justice for the Palestinian refugees and repeated his call for an " international status " as the best form of protection for the holy places.

Peace Now also said the army demolished 33 percent of the 4, 993 cases of illegal Palestinian construction against which it issued demolition orders.

The White Paper of 1939, also known as the MacDonald White Paper after Malcolm MacDonald, the British Colonial Secretary who presided over it, was a policy paper issued by the British government under Neville Chamberlain in which the idea of partitioning the Mandate for Palestine, as recommended in the Peel Commission Report of 1937, was abandoned in favour of creating an independent Palestine governed by Palestinian Arabs and Jews in proportion to their numbers in the population by 1939 ( section I ).

On March 30, 1947, the Moledet ( 1, 588 passengers ) became disabled some 50 miles outside Palestinian waters and issued an SOS.
