# Under Secretary of Agriculture for Natural Resources and Environment

The Chief reports to the Under Secretary for Natural Resources and Environment in the U. S. Department of Agriculture ( USDA ), an appointee of the President confirmed by the Senate.

Although the title clearly owes something to Russell Smith's Tree Crops: A Permanent Agriculture ( first published 1929 ), Holmgren's chief theoretical inspiration was the energy dynamics of American ecologist Howard T. Odum ( Environment, Power and Society, 1971 ).

According to United Nation's Food and Agriculture Organization the term bean should include only species of Phaseolus ; however, a strict consensus definition has proven difficult because in the past, several species such as Vigna ( angularis ( azuki bean ), mungo ( black gram ), radiata ( mung bean ), aconitifolia ( moth bean )) were classified as Phaseolus and later reclassified.
