This work was still in progress when King James II took the throne in 1685 ; however, difficulties in drafting a commission for the intended governor, Sir Edmund Andros, prompted Randolph to propose an interim appointment.

Dudley and Randolph were widely regarded as being a significant part of the " tyranny " of Andros ' reign.

Under its provisional president Joseph Dudley the disputed " King's Country " ( present-day Washington County ) was brought into the dominion, and the rest of the colony was brought under dominion control by Governor Sir Edmund Andros.

Colonial authorities brought charges against Andros and Dudley, but since none of their agents in London were prepared to take responsibility for making those charges in court, they were dismissed, and both men were freed.

Due to delays in developing the commission for his intended successor, Sir Edmund Andros, a provisional commission was issued on October 8, 1685 to Massachusetts Bay native Joseph Dudley as President of the Council of New England.

Dudley was replaced in December 1686 by Sir Edmund Andros, who came to be greatly detested in Massachusetts for vacating existing land titles, and seizing Congregational church properties for Church of England religious services.

He appointed Massachusetts native Joseph Dudley as its first governor ; he was replaced later that year by Sir Edmund Andros.

Both Dudley and Andros excluded Danforth from their councils, given his opposition to crown authority.

When the Glorious Revolution deposed James, Massachusetts Puritan leaders orchestrated an uprising and arrested Andros, Dudley, and other dominion officials.

Cair Andros was one of the two major crossing sites of the great river Anduin, the other being the fords in Osgiliath further south.

At other times, Andros served as governor of the provinces of New York, East and West Jersey, Virginia, and Maryland.

In July 1676 Andros established a haven for the Mahicans and other Indian war refugees at Schaghticoke.

In a council held at the Lenape village of Shackamaxon ( site of present-day Philadelphia ) in February and March 1677, all of the major parties met, but no final agreements were reached, and Andros ordered the Susquehannocks remaining with the Lenape to disperse to other parts of New York in April.

Statements were also made to the duke that claimed that his revenues were lower than they should have been ; this, in addition to the other complaints, led the duke to order Andros back to England to explain the situation.

This was destined to make Andros ' tenure more difficult, because his relationship with Nicholson had deteriorated for other reasons.

The Dominion's governor, Sir Edmund Andros, was highly unpopular in the colonies, but was especially hated in Massachusetts, where he angered virtually everyone by enforcing of the Navigation Acts, vacating land titles, appropriating a Puritan meeting house as a site to host services for the Church of England, and his restriction of town meetings, among other sundry complaints .< ref > Lovejoy, pp. 184 – 186,

He stayed in jail for ten months, in part for his own safety, and was then sent back to England at the command of King William along with Andros and other dominion leaders.

Andros then traveled throughout the colony, making judicial and other appointments, before returning to Boston.

He, along with other pre-Dominion magistrates and some members of Andros ' council, addressed an open letter to Andros on that day calling for his surrender in order to quiet the mob.

Although Francis Nicholson, formerly dominion lieutenant governor, was then serving as lieutenant governor or Virginia and sought the superior position, William awarded the governorship to Andros, and awarded Nicholson yet another lieutenant governorship, this time that of Maryland.

On April 18, 1689 a mob formed in Boston and its leaders, former Massachusetts political figures, arrested Andros and other dominion officials.
