Arbogast, Valentinian II ’ s general-in-chief, murdered him in May 392, and replaced him with a puppet Emperor, Eugenius, a former rhetorician.

The controversy involving Arbogast began during the regency of Valentinian II, who soon after his recognition as Emperor by Theodosius I became a figure-head for the wills and ambitions of Arbogast.
Furthermore, during this period Arbogast had become increasingly violent towards Valentinian II and his councilors, so much so, in fact, that Arbogast is described as killing the councilor Harmonius, a friend of the Emperor who had been accused of taking bribes, at the feet of Valentinian II in 391 CE.
Soon after this encounter, Arbogast and Valentinian II met again in the palace of the Emperor and began a discussion which soon escalated into a confrontation between the two, ultimately resulting in Valentinian's attempt to stab Arbogast with a sword belonging to the man-at-arms beside him, which was prevented by the latter.
Shortly after these events, Emperor Theodosius I, perhaps realizing the situation between East and West was becoming problematic at the least, began to prepare his foederati, including Germanic troops, those from the Visigothic treaty in 382 CE led by Alaric, as well as a contingency of Alans and Huns, for war against Arbogast and Eugenius in 394.

A former teacher of grammar and rhetoric, as well as magister scrinorum, Eugenius was an acquaintance of the Frank magister militum and of the de facto ruler of the Western Roman Empire, Arbogast.
Following the death of Valentinian II, Arbogast, who had probably been the cause of Valentinian II's murder or suicide, elevated Eugenius to the purple ( 22 August 392 ).
The choice of Eugenius, over proclaiming himself, offered to Arbogast two strong advantages: first, Eugenius, a Roman, was more suitable than Arbogast, a Frank, as an emperor ; furthermore, the Roman Senate would have been more likely to have supported Eugenius than Arbogast.
Theodosius then moved from Constantinople with his army, and met Eugenius and Arbogast in the Battle of the Frigidus ( on the modern Italy-Slovenia border ) on 6 September 394.
Arbogast immediately committed suicide after the defeat, while Eugenius was held for execution as a criminal, his head afterward being displayed in Theodosius ' camp.
