Tyler appointed John C. Calhoun Secretary of State as Upshur's replacement, and Calhoun completed the treaty ; it was presented to the Senate on April 22.

While Calhoun ’ s “ Exposition ” claimed that nullification was based on the reasoning behind the Kentucky and Virginia Resolutions, an aging James Madison in an August 28, 1830 letter to Edward Everett, intended for publication, disagreed.

He wrote to Governor Kellogg seeking U. S. troops for reinforcement and gave the letter to Calhoun for delivery.

One letter to South Carolina Senator John C. Calhoun stated that the new personal liberties laws " rendered slave property utterly insecure " and was a " flagrant violation of the spirit of the U. S. Constitution.

The Senate accepted Monroe's request and asked Calhoun to draft a bill, which was killed in the House of Representatives by the Georgia delegation.

Tensions cooled after both sides agreed to the Compromise Tariff of 1833, a proposal by Senator Henry Clay to change the tariff law in a manner which satisfied Calhoun, who by then was in the Senate.

With his break with Jackson complete, in 1832, Calhoun ran for the Senate rather than continue as Vice President.

Calhoun led the pro-slavery faction in the Senate in the 1830s and 1840s, opposing both abolitionism and attempts to limit the expansion of slavery into the western territories ; actively anti-Wilmot Proviso.

Whereas other Southern politicians had excused slavery as a necessary evil, in a famous speech on the Senate floor on February 6, 1837, Calhoun asserted that slavery was a " positive good.

" A year later in the Senate ( January 10, 1838 ), Calhoun repeated this defense of slavery as a " positive good ": " Many in the South once believed that it was a moral and political evil ; that folly and delusion are gone ; we see it now in its true light, and regard it as the most safe and stable basis for free institutions in the world.

After a one-year service as Secretary of State ( April 1, 1844 – March 10, 1845 ), Calhoun returned to the Senate in 1845.

When the Senate could not muster a two-thirds vote to pass a treaty of annexation with Texas, Calhoun devised a joint resolution of the Houses of Congress, requiring only a simple majority ; Texas joined the Union.

Calhoun, back in the Senate but too feeble to speak, wrote a blistering attack on the compromise.

Calhoun County is also proud to participate in the Southwest Georgia High Cotton 65-mile Yard Sale which takes place the second Saturday in November along Georgia Highway 37.

There is also a small portion of Decatur that extends into Limestone County north along the Highway 31 corridor to the Calhoun College area and along Hwy 20 Corridor until it reaches I-65.

On December 11, 1990, a heavy fog led to a crash involving 99 vehicles along Interstate 75 near Calhoun, killing 12 and injuring 42.

As a result, the National Transportation Safety Board has installed electronic speed limit signs equipped with fog sensors along the Calhoun section of the interstate.
