Defined by the legislature as " beginning at a junction with state route number 90 in Seattle, thence westerly, and northerly to the Washington state ferry terminal ," it begins at the end of Interstate 90 at the intersection of 4th Avenue S. and Edgar Martinez Drive S., runs west over Edgar Martinez Drive S. to Alaskan Way S., and then turns north and ends at Washington State Ferries ' Colman Dock on Elliott Bay.
