In the post-bellum period, an historically black college which later became Virginia State University ( VSU ) was established nearby in Ettrick in Chesterfield County.
At one time, during the heyday of railroads, a branch line connected the GB & W with the nearby city of Ettrick ( although it was later abandoned ).
At about the same time, James Hogg (" The Ettrick Shepherd ") had come to the attention of Scott whilst the former was working at Blackhouse Farm in the Yarrow valley.
He represented this seat until 1983, when he was elected in Tweedale, Ettrick and Lauderdale, a new constituency covering much of the same territory.

His father was a neighbour of Robert Burns at Ellisland, and Allan with his brother James visited James Hogg, the " Ettrick shepherd ", who became a friend to both.
He was the son of Francis Napier, 8th Lord Napier ( 1758 – 1823 ) and the father of Francis Napier, 10th Lord Napier and 1st Baron Ettrick ( 1819 – 1898 ).
He was buried in Macau but later exhumed for reburial at his beloved Ettrick in Scotland.

He was a Parade All-America selection and named Virginia's Group AA Co-Offensive Player of the Year as senior at Matoaca High School in his hometown and birthplace of Ettrick, Va. also selected first-team All-Conference at both FB and LB, also earned All-Metro and All-State honors, he was The Richmond Times-Dispatch's co-Player of the Year after posting 78 tackles, 11 sacks, five blocked kicks, four forced fumbles and two interceptions, he rushed the ball 105 times for 1, 006 ( 9. 6 avg.
