FGC was founded on September 5, 1979 to manage lines whose ownership was transferred from the state-owned FEVE to the Generalitat of Catalonia in 1978 as part of the process of regional devolution under the Spanish Constitution of 1978.

FEVE ( Ferrocarriles de Vía Estrecha, meaning " Narrow-Gauge Railways ") is a state-owned Spanish railway company, which operates most of Spain's of metre gauge railway.

The network of Metro Bilbao is connected with EuskoTran ( tram services ), Cercanías ( commuter rail services ), EuskoTren ( commuter rail services ), FEVE ( commuter rail services, regional and long-distance trains ) as well as the Renfe service ( long-distance trains ) and Bilbao's bus station Termibus.
