One year into the SICPC ’ s legal fight against the original route of the Richmond Parkway, the Staten Island Greenbelt Natural Areas League ( SIGNAL ), spearheaded by another resident-journalist, John G. Mitchell, formed as a vehicle for rallying community opposition to the highway construction.

In the late 1960s, intense community opposition erupted over the portion east of Richmond Avenue — much of it from environmentalists — because the parkway's planned route would have bisected the Staten Island Greenbelt and would have required the condemnation and razing of miles of private property.

This included the community of Barrhaven across the Greenbelt from the school.
