After the Russian Revolution in 1917, many Russians who were identified with the White army moved to China — most of them settling in Harbin and Shanghai.

However, the omission of the geopolitical reality in ignoring the free hand Japan had been granted by the Treaty ( of Shimonoseki ) with respect to Korea and Japan was short-sighted of Russia with respect to its strategic goals ; to get to and maintain a strong point in Port Arthur Russia would have to dominate and control many additional hundreds of miles of Eastern Manchuria ( the Fengtian province of Imperial China, modern Jilin and Heilongjiang ) up to Harbin.

In the 20th century many Jews arrived in Hong Kong, Shanghai, and Harbin during those cities ' periods of economic expansion in the first decades of the century, as well as for the purpose of seeking refuge from anti-Semitic pogroms in Russian Empire ( the early 1900s ), the communist revolution and civic war in Russia ( 1917 – 1918 ), and anti-Semitic Nazi policy in Central Europe, chiefly in Germany and Austria ( 1937 – 1940 ), and the last wave from Poland and other Eastern European countries ( the early 1940s ).

In 1948, Betar members from Harbin China and elsewhere reestablished Betar in Melbourne to help provide refuge for the many Jewish survivors of the Holocaust who remained without assistance.

In the 19th and early 20th centuries, Jewish immigrants from around the world arrived with Western commercial influences, particularly in the commercial centers of Hong Kong, which was for a time a British colony, Shanghai ( the International Settlement and French Concession ), and Harbin ( the Trans-Siberian Railway ).
