The Act arose due to public education and exposés from Muckrakers such as Upton Sinclair and Samuel Hopkins Adams, social activist Florence Kelley, researcher Harvey W. Wiley, and President Theodore Roosevelt.

Harvey W. Wiley, the " father " of the Food and Drug Administration in the U. S., challenged the safety of benzoate which was banned in the 1906 Pure Food and Drug Act.

Harvey Washington Wiley ( October 18, 1844 – June 30, 1930 ) was a noted chemist best known for his leadership in the passage of the landmark Pure Food and Drug Act of 1906 and his subsequent work at the Good Housekeeping Institute laboratories.

Harvey W. Wiley has been honored in a number of ways since his passing:

The Liberty Ship S. S. Harvey W. Wiley was one of 2751 World War II Liberty Ships built between 1941 and 1945.

The Harvey W. Wiley Award is AOAC International's most prestigious scientific award established in 1956 and presented annually since 1957 to a scientist ( or group of scientists ) who have made an outstanding contribution to analytical method development in an area of interest to AOAC International.

He was also honored by Purdue University in 1958 when the " Harvey W. Wiley Residence Hall " was opened northwest of the main academic campus.

The FDA's Center for Food Safety and Applied Nutrition ( CFSAN ) operations are located in the Harvey W. Wiley Federal Building in College Park, MD, constructed in 2001, and named after Wiley in 2002.

The Harvey Washington Wiley Distinguished Professor of Chemistry is an honor established through the Chemistry department at Purdue University.

These changes were in response to increasing pressure from the Food and Drug Administration, which was carrying on a campaign against harmful food ingredients and misleading claims, under the direction of Harvey Washington Wiley.

Harvey Wiley, then the director of the bureau of chemistry for the USDA, viewed it as an illegal substitution of a valuable ingredient ( sugar ) by a less valuable ingredient.
