The Regent also appointed Helmuth von Moltke as the new Chief of Staff for the Prussian Army, and Albrecht von Roon as Prussian Minister of War and to the job of reorganizing the army.

With the organizational genius of Helmuth von Moltke the Elder, the Prussian army fought battles it was able to win.

The German army, under nominal command of the King but controlled by Chief of Staff Helmuth von Moltke the Elder, won victory after victory.

He was well supported by his friend Albrecht von Roon, the war minister, as well as the leader of the Prussian army Helmuth von Moltke.

The Prussian army was commanded by Field-Marshal Helmuth von Moltke and the Prussian General Staff.

The combined German forces, under Field Marshal Count Helmuth von Moltke, were the Prussian First and Second Armies of the North German Confederation numbering about 210 infantry battalions, 133 cavalry squadrons, and 732 heavy cannon totaling 188, 332 officers and men.

Helmuth Johann Ludwig von Moltke (; 23 May 1848, Biendorf – 18 June 1916 ), also known as Moltke the Younger, was a nephew of Field Marshal Count Moltke and served as the Chief of the German General Staff from 1906 to 1914.

Sperrle also returned to Germany and was replaced by Helmuth Volkmann ; following disagreements with Volkmann, Von Richthofen would be replaced with Hermann Plocher in early 1938.

The General Staff under von Schlieffen, and subsequently under Helmuth von Moltke the Younger, did not compensate for logistic flaws nor provide contingencies in case of the failure of their original plan to achieve quick success.
