On 30 March 1651, Admiral Maarten Harpertszoon Tromp arrived in Scilly to demand reparation from the Royalist fleet for the Dutch ships and goods taken by them.

In June 1651, soon after the declaration of war, the Parliamentarian forces under Admiral Robert Blake forced the Royalist fleet to surrender.

In 1651 he served with General at Sea Robert Blake in the capture of the Scilly Isles from Sir John Grenville.

The islands became a base for Royalists until Parliamentary admiral Robert Blake subdued it on June 1651.

After the fall of Elizabeth Castle to Blake, Carteret surrendered to Parliament on 12 December 1651.
