In October 1768, the Ottoman Empire declared war on the Russian Empress Catherine the Great.

Moreover the married young German lady, later to become a brilliant and militarily aggressive Empress, was closely monitored in her behavior by the Imperial Grand Chancellor Aleksei Petrovich Bestuzhev-Ryumin ( Алексе ́ й Петро ́ вич Бесту ́ жев-Рю ́ мин ) ( June 1, 1693 – April 21, 1768 ), Grand Chancellor of Russia, and closely watched over by Empress Elizabeth's cousin, Maria Choglokova, aged 24 but already with seven children.

He owned a large gallery of pictures, which was bought by Empress Catherine II of Russia in 1768, and his library of 70, 000 volumes was one the biggest private libraries in the Holy Roman Empire.

In his lifetime he was best known for successfully inoculating the members of the Habsburg family in Vienna against smallpox in 1768 and subsequently being the private counsellor and personal physician to the Austrian Empress Maria Theresa.

In reality all the Council's members were nominated in accordance with the wishes of Ambassador Stackelberg, who acted as a representative of the Empress, protectress of the Polish-Lithuanian Commonwealth since 1768.

He caught the attention of the Empress and was appointed imperial historian in 1768 and president of a ministry in 1778.
