On September 24, 1789, the House of Representatives voted to recommend the First Amendment of the newly drafted Constitution to the states for ratification.

On September 24, 1789, he was nominated by President George Washington to the newly created position of judge of the United States District Court for the District of Pennsylvania.

He was confirmed by the United States Senate, and received his commission, on September 26, 1789.

To provide such guarantees, the First Amendment ( along with the rest of the Bill of Rights ) was submitted to the states for ratification on September 25, 1789, and adopted on December 15, 1791.

It was introduced on September 5, 1789, and then three quarters of the states ratified this as well as 9 other amendments on December 15, 1791.

Later, following the recommendation of the convention, the Third Amendment, along with the others that now form the Bill of Rights, was proposed by Congress on September 25, 1789.
