In September 1940 the German Reichskommissar Josef Terboven formed a cabinet with himself presiding, and with most ministers recruited among members of Quisling's Nazi party, plus some independent collaborators.

Meanwhile, Hitler had appointed Josef Terboven as Reichskommissar for Norway.

* Quisling's Norwegian National government ( 1942 – 1945 )-The occupation of Norway by Nazi Germany started with all authority held by German Reich Commissioner ( Reichskommissar ) Josef Terboven, who exercised this through the Reichskommissariat Norwegen.

Reichskommissar Josef Terboven, the leading civilian German leader in occupied Norway, on 25 September 1940 appointed a council of Norwegian ministers to assist him in governing Norway.

Reichskommissar Josef Terboven ordered the Gestapo to retaliate, burning all buildings in the village, executing or sending the men to the Sachsenhausen concentration camp, and imprisoning the women and children for two years.

With this legitimized government in exile in England, the occupying Nazis vested de facto power in Reichskommissar Josef Terboven and in the puppet government of Vidkun Quisling.

The civilian side of the German occupation of Norway was organized through the establishment of the Reichskommissariat Norwegen, led from 24 April by Josef Terboven.
